SENATE CONCURRENT RESOLUTION NO. 39

Deem)
Urging the West Virginia congressional delegation to support
legislation permitting interstate shipment of state-inspected
meat and poultry products.
Whereas, Interstate shipment of state-inspected meat and
poultry products is presently prohibited; and
Whereas, For the first time in many years, interstate shipment
of state-inspected meat and poultry products is on the horizon; and
Whereas, The Secretary of the United States Department of
Agriculture recently made a formal announcement that the United
States Department of Agriculture supports the interstate shipment
of state-inspected meat and poultry products; and
Whereas, The United States Department of Agriculture has
drafted a bill that will remove the existing prohibition on
interstate shipment of state-inspected meat and poultry products
that is to be submitted to the United States Congress; and
Whereas, The United States Department of Agriculture requests
that the bill become effective on January 25, 2000, to coincide
with the nationwide implementation of HACCP-based inspection
systems in all state and federally-inspected meat and poultry
establishments; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature hereby requests the Secretary of the
United States Department of Agriculture to expedite the
introduction of legislation to the United States Congress that
supports interstate shipment of state-inspected meat and poultry
products; and be it
Further Resolved,
That the Legislature hereby urges the members of West
Virginia's congressional delegation to support legislation
permitting interstate shipment of state-inspected meat and poultry
products; and be it
Further Resolved, That meat and poultry products slaughtered
in West Virginia slaughterhouses and inspected by the West Virginia
Department of Agriculture be permitted to be shipped across state
lines; and be it
Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to United States
Senator Robert C. Byrd, United States Senator John D. Rockefeller,
IV, United States Congressman Nick Rahall, United States
Congressman Alan Mollohan, United States Congressman Bob Wise, and to the Secretary of the United States Department of Agriculture,
Dan Glickman."

On page one, by amending the title to read as follows:
